This page provides a compilation of resources that individuals may find helpful in connection with Operation Metro Surge, including a list of non-profit legal aid providers across Minnesota and additional resources for community members.
If you are at risk of deportation, consider establishing a Power of Attorney (POA) with a trusted friend or loved one. This individual can assist with managing your legal and financial affairs—such as paying rent, handling mortgage payments, or other obligations—if you become unable to do so yourself. If you have minor children, you may also wish to consider completing a Delegation of Parental Authority (DOPA), which legally designates a trusted adult to care for your children in your absence. Downloadable forms for both are below. If you are safely able, please consult with an attorney as there may be important factors to consider and additional steps to take in some circumstances.

The Minnesota Habeas Project is a group of attorneys who have volunteered to file pro bono (free) habeas petitions for individuals wrongfully detained by ICE. A habeas petition is a formal legal request asking a court to order ICE to justify the lawfulness of that individual's detention. In many cases, ICE is unable to do that, and courts are ordering the individual released.
ICE is currently moving detainees out of Minnesota very quickly (often to Texas), so filing a habeas petition quickly is critical, otherwise it may need to be refiled in another court.
This is a list of roughly 55 non-profit legal aid providers in Minnesota. The list contains a brief description of what each organization does and a link to their website. If you are in immediate need of legal advice and can't afford a private attorney, start here.
Most attorneys will offer a free consultation, but be sure to clarify this with them. Also be sure to ask if they offer pro-bono (free) or low-bono (discounted) services, and what their requirements to qualify are.
